What do I do if another road user doesn't give me 'right of way' when they should?

The road rules do not talk about 'right of way', but about 'giving way' to other road users. The explanatory guide attached to the rules states that having to give way does not give the other road user ‘right of way’.
Just because another driver should give way to you doesn't give you the right to drive inconsiderately or dangerously if they don't.
All road users should be alert, patient and considerate. Don't ever think you have 'right of way' and you will reduce your likelihood of being in a crash.
