What are the rules for using high beams while driving on duplicated roads? Can drivers on the opposite side still be distracted even though there's vegetation separating the carriageways?

Using headlights (including driving lights) on high beam is not allowed within 200 metres of an oncoming vehicle or a vehicle travelling in the same direction ahead of you. You can flash your headlights briefly to warn a vehicle that you are about to overtake, but for no other purpose.
The rules do not specify an exemption for divided or dual-lane highways and freeways, therefore this rule applies on these roads.
