The rules for overtaking on the left

On a dual-lane highway, if you are travelling in the left-hand lane and there is a vehicle ahead of you travelling below the speed limit in the right lane, is it permissible to overtake the other vehicle on its left-hand side?

There are a couple of rules to be aware of in this scenario. 

A driver on a multi-lane road may overtake to the left of a vehicle provided it can be safely overtaken in a marked lane, or the vehicle is turning right or making a U-turn from the centre of the road, and indicating. 

So in the scenario described on a multi-lane road, a driver may pass in the left-hand lane.
